Use an accrual band matrix to:
- Determine the set of eligible workers who qualify for specific plan limits
- Build criteria using various factors, such as the length of service

- Build the band criteria using Expression Builder. The accrual Rate is the required output.
- Specify carryover and ceiling limits at the plan level or at the band level.
- Optionally, specify formulas at the band level and reference the matrix rate.
- Assign the lowest sequence number to the hardest criterion to meet.
