Only individuals who are added at the creation of the talent review meeting facilitators can add employees to the meeting.
If the manager is not added as a facilitator, then they cannot add the employee to the meeting.
It is not possible for the line manager to add or remove a direct reportee from a talent review meeting if they (the line manager) is not a facilitator
You don't have to remove any access from the line manager.
When you are creating the talent review meeting and you are designating the facilitators and there is a line manager you
want to be able to add/remove their direct reporters.
You add that line manager as a facilitator.
