Can learners be bulk enroll to a course using spreadsheet or CSV

Yes, enable the below profile option
STEPS TO ENABLE
Enable the profile option WLF_ENABLE_DEST_PERSON_LIST using these steps:
Navigate to the Setup and Maintenance work area.
Search for and click the Manage Administrator Profile Values task.
Search for the WLF_ENABLE_DEST_PERSON_LIST profile option code and select the profile option in the search results.
In the Profile Values area, enter Y in the Profile Value field.
Click Save and Close.
Sign out and sign in to the application for the changes to take effect
Note:
It will enable an option called Person Number List
