Can we create an offer if the requisition type is Pipeline

If the requisition type is set to Pipeline, it is not possible to create an offer in ORC (Oracle Recruiting

Cloud). Pipeline requisitions are used to source and collect resumes for future hiring needs and do not 

represent an open position. When a candidate for a pipeline requisition is identified, they are typically 

moved to an active requisition for further consideration. Only candidates who have been moved to an 

active requisition with an open job opening can make an offer.
