🎯 Adding a Development Goal as an Employee

Employees can:
✅ Create a goal manually or select one from the Goal Library.
✅ Define goal name, category, and target completion date.
✅ Track completion percentage for each goal.
🔹 Adding a Target Outcome to a Development Goal
- Employees can attach a Target Outcome to a development goal.
- Once the goal is achieved, the associated skill, competency, or certification gets added to their profile.

🔔 When a development goal is submitted, it is sent to the line manager for approval.
🔔 Once approved, it is attached to the employee’s record.
