📌 What is Goal Management?

Oracle HCM Goal Management enables employees, managers, and HR to define, track, and align goals with organizational objectives. Goals can be created from scratch, selected from the Goal Library, or assigned by managers.


🏆 Key Features of Goal Management

1️⃣ Goal Library

  • A central repository where HR, employees, and managers can pick predefined goals.
  • Employees can take goals from the library, managers can assign them, and HR can create organization-wide goals.
  • Optional Feature: Can be disabled via profile options if not needed.

2️⃣ Types of Goals

Performance Goals:

  • These goals are measurable and used in Performance Documents for evaluations.
  • They contribute to employee appraisals and manager feedback.

Development Goals:

  • Aimed at self-improvement and professional growth.
  • Can include training, certifications, and competency-building.
  • These goals are not rated in performance documents.

3️⃣ Goal Structure & Assignments

📌 Goal Alignment:

  • Employees can take a goal from a colleague if they find it useful.
  • Managers can assign goals to workers.
  • Organization owners can publish company-wide goals that employees can adopt.

📌 Goal Plan:

  • Used when managers assign multiple goals to multiple employees.
  • Example: A manager creates a Goal Plan for all Sales Employees to focus on "Q4 Revenue Target Achievement."

📌 Goal Plan Set:

  • Groups multiple Goal Plans together.
  • Useful when organizations need to manage several goal plans at once.

📌 Mass Assign Goals:

  • Used to assign goals to multiple employees in bulk.
  • Either Goal Plans or Mass Assign Goals can be used.

🛠️ Steps to Create and Manage Goals

1️⃣ Create a Review Period for Goal Plan

📍 Navigation:
👉 FSM (Functional Setup Manager) > Search "Manage Review Period"

1️⃣ Click + (Add New Review Period)
2️⃣ Fill in required details
3️⃣ Save and Close


2️⃣ Create a Goal Plan

📍 Navigation:
👉 FSM > Search "Manage Goal Plan" > Click + (Add New Goal Plan)

1️⃣ Define who can update goals (Employee, Manager, HR).
2️⃣ Select the performance document to associate goals with.
3️⃣ Add or copy goals from the Goal Library.
4️⃣ Save and Close.


3️⃣ Run Scheduled Process for Goal Plan Assignment

📍 Navigation:
👉 Manage Scheduled Processes > Search Process Type > Enter Process Name > Submit

  • This process automatically assigns Goal Plans to the right employees.
  • Once processed, employees can see their assigned goals.

4️⃣ Employee Access to Goals

📍 Navigation:
👉 Me > Career and Performance > Goals

  • Employees can view, update, and align their goals with organization-wide objectives.
