If a course minimum headcount is not achieved then could the system will automatically cancel the course. If yes, can we set the course cancellation date certain days before the course start date?

No, the course will not be canceled automatically in the system if the headcount is not matched. However, minimum and maximum capacity functionality is at the offering level and not a course level
