Level 2 are not available in some countries in recruiting

For some countries, the hierarchy may show Not Available as the sublevels, which cannot be changed. This means that the country structure has not been defined within geographies. It is also possible for some values to be available for only Level 1, but for Level 2 to show as Not Available. This means that the country structure for this country only includes one level within geographies.
