Some useful recruiting related notifications

Notifications are sent to external candidates and internal workers involved in the recruiting process.

Internal workers can receive both worklist notifications and email notifications, whereas externals receive only email notification

Recruiting-related notifications will begin with the prefix IRC in the Alerts Composer. For example, IRC_JobOffer_Accepted_External.
