You will need to unpost and cancel the requisition before you can add questions as there is currently there is no way to edit an already posted requisition in this way. Please note that once a requisition is cancelled you will lose all applications for that requisition.
Do you have scheduled the Job "Update Job Application Questionnaire"? If not you will need to schedule it, when you run this will update the questionnaire with this newly added question to an openly posted requisition.
