What is profile option that we need to enable so that a Hiring Managers can enter the complete details while creating the job requisition?

You can allow hiring managers to enter all the details when creating job requisitions, instead of only a small subset of the information. IRC_REQ_ALLOW_RULE_CONFIG_CUSTOMIZATION_ENABLED
