As we know that location identifies as a physical address of a workforce structure, such as a department or a job. You can create and manage the location in the workforce structure in the My Client Groups.
Now, when you are creating the location from the Manage Location page that time you identify that every time when you create the location the United States is selected as a default value why? because in the Manage Enterprise HCM Information page. If you didn't select any country as the default country, then the country automatically defaults to the United States in the location address.
